When we consider where Informatics Tecnologies been in the country, transitions is seem like uncontrolled.Even we don't see any problem in these transitions for now, this doesn't mean won't see the same thing in future. In informatics, trust is importanti, controll is more important.
Using tecnology have big advantages to all systems. If we don't do targets and plans for long term, integrations and revisions will be caused high and difficult cost in future processes .
The core of the subject, If e-government provides tecnology and integrations, consulting services can be given in this structuring and planning process.
E-government must be a power that gives direction to institutional sector.
The institution (IT Ministry) who gives direction to informatics on behalf of the state, (operating systems,database, applicaitions, programs ect). Must be appropriate to government strategy and have a future for long term. Must decide for creating standart which size system and tecnology will use in instutions.
Tecnologic demand and supply balance must be analyzed. Reports must be prepared according to may occur load measurements. Investments that made to instituons need to pass from the authority with pre-feasibility report. Investments with standart structure will be provided in a conscious way.
Investment and devolepments of instutions should be done from a single source. Unfortunately planned systems has not been very healthy, if they done outside central authority. Institutions and organizations like available municipalities, hospitals, notaries, reeves ect think different and often prefer different appliciants, emerges big costs, lost time and most significant thing is low presentation of service.
When we do the tecnologic devolopments from single source, moves within middle and long term process provides also provide with control and conscious. Professionalism will bring quality.
When IT integrated to instutions, ERP systems and instutions internal structure provided full integration.Now must complete with integrations of ‘Service to public‘ GOVERNMENT ERP that triggered of countries development i.e. E-GOVERNMENT process through.
Our country is now important place about E-GOVERNMENT.But when you think that happens different developments integations and attacks in long time, will see not enough available applications. Don't forget this, uncontrolled power is not a power. We must manage informatics that we couldn't manage.
Before informatics don't manage us, we must manage it. Leading institutions and organizations start to manage informatics in Turkey. Our task is to spread it to general.
